My proposal is to make the Railway a significant booster in the game in the first place. In the Victorian era, the Railway was a gigantic economic leap, it provided fast transport of people and goods over longer distances and in the event of war it could move masses of soldiers between the fronts like the Germans during World War I. Namely, we are currently building the railway only to add additional industrialization points to the construction of factories in the numerical statistics, and nothing else.
